CertBridgeTransferring an out-of-state teaching certificate to New York
New York does not swap one state's certificate for another. It evaluates the preparation program behind your certificate — and your own record — against New York requirements. Which of three starting points fits you depends on where you trained and what you already hold.
Who this applies to
- You hold a valid teaching certificate in another U.S. state and are moving to New York.
- You completed an approved teacher preparation program outside New York.
- You already applied and received a Notice of Uncompleted Requirements in TEACH.
- You are comparing whether to apply now or strengthen your record first.
New York does not have blanket reciprocity
Teaching certificates are issued state by state, and New York issues its own. Holding a certificate elsewhere does not by itself transfer that certificate; the Office of Teaching Initiatives reviews the preparation program and the individual record behind your application.
That is why two teachers with the same out-of-state certificate can end up on different routes: one may have completed a program New York considers comparable, while another may need individual evaluation of coursework and experience.
- Your certificate tells New York what you are licensed to teach; your transcript tells it how you were prepared.
- The route is determined by your preparation and record, not by the name of the certificate you hold.
Three common starting points
Most out-of-state applicants land on one of three routes. Each has its own set of requirements, and each covers a different range of certificate titles.
- Comparable out-of-state program — you completed an approved educator preparation program in another U.S. state or jurisdiction.
- Enhanced completion of a comparable program — a variant of the same route with additional completion conditions.
- Individual evaluation — your background does not line up with an approved program, so coursework and experience are reviewed item by item.
What stays the same across certificate titles
Within a certificate pathway, a set of core requirements applies to every certificate title. Subject-specific exams and coursework are added on top, and those differ from title to title — which is why a single list cannot describe every applicant.
The pathway pages below publish only the requirements that hold for every title in that pathway, and say so explicitly. Anything subject-specific has to be confirmed against your own title.
- A conferred bachelor's degree and the minimum undergraduate GPA.
- The Educating All Students (EAS) test.
- The three mandated workshops: child abuse identification, school violence intervention and prevention, and the Dignity for All Students Act.
- Fingerprint clearance.
What to gather before you start
Most delays in New York applications come from documents arriving one at a time. NYSED asks applicants to finish the remaining requirements first and then send official documents together rather than piecemeal.
- Official transcripts showing the conferred degree, sent directly by the institution.
- Evidence of your approved preparation program, if your route depends on one.
- Exam and workshop completion records.
- Fingerprint clearance completed through the state process.
